Girl shot by Taliban to be reunited with family

Updated at 10:41 a.m. ET: The family of Malala Yousufzai, the 15-year-old Pakistani girl shot by the Taliban for speaking out for the right to an education, was on Thursday traveling to Britain to be reunited with her, NBC News has learned.

Meanwhile, Pakistan?s interior minister Rehman Malik announced that Yousufzai?was able to speak and had talked to her parents by telephone, The Associated Press reported.?

On Oct. 15, Yousufzai?was transferred to a hospital in the English?city of Birmingham to receive specialist treatment for the injuries she suffered earlier in the month.

Her father, mother and two younger brothers were due to arrive in the U.K. at 4:25 p.m. (11:25 a.m. ET), Pakistani and British sources told NBC News.

In a statement recorded for Pakistani state television, her father, Ziauddin Yousufzai, said his daughter would return home after her medical treatment, the AP reported. ?It was the first time he had spoken publicly since the Oct. 9 shooting in northwest Pakistan.

The teenage girl from Pakistan, Malala Yousafzai, who was injured by the Taliban in an attack, continues her recovery in a British hospital. NBC's Amna Nawaz has the latest.

In the statement, Ziauddin?Yousufzai dismissed rumors that his family would seek asylum overseas in light of continuing threats by the Taliban.

?I have seen doomsday and survived, you might say. Malala has been honored by the nation, by the world, by people of all classes of all creeds of all colors. I am grateful for that,"?Britain?s Daily Telegraph quoted Ziauddin?Yousufzai as saying?in an interview before he left Pakistan.?

A spokeswoman for the University Hospitals Birmingham said Yousufzai?was still comfortable and responding well to treatment at the city?s Queen Elizabeth Hospital.

Tributes and words of support from around the world continue to pour in to a special message board on the hospital?s website.

Malala Yousufzai remains in stable condition at Queen Elizabeth Hospital in Birmingham where she is receiving gifts, flowers and positive messages from around the world. Her family is expected to arrive in the UK in the next few days. NBC's Amna Nawaz reports.

Yousufzai began standing up to the Taliban when she was 11, when the Islamabad government had effectively ceded control of the Swat Valley, where she lives, to the militants.

The attack on Yousufzai and two other girls as they left school was the culmination of years of campaigning that had pitted her against one of Pakistan's most ruthless Taliban commanders, Maulana Fazlullah.

3rd parties: Get money out of politics (and legalize weed)

"Did we have opening statements," former CNN and current Ora.tv host Larry King asked after candidates at Tuesday's minor-party debate in Chicago had each answered the first question.

"Unfortunately, no," debate co-host Christina Tobin of the Free and Equal Elections Foundation answered. "Grassroots!"

"OK, this will be the opening statement, and then we'll go to the second question," King said, and that was that.

So it went onstage at the Hilton Chicago, where Tobin's group hosted a debate between four minor-party presidential candidates who have made the ballot in enough states to win the presidency: Green Party candidate Jill Stein, Libertarian Party candidate and former New Mexico Gov. Gary Johnson, Constitution Party candidate and former Virginia congressman of both the Republican and Democratic parties Virgil Goode, and Justice Party candidate Rocky Anderson.

Free and Equal will host a "runoff" debate in Washington, D.C., Tuesday between the two candidates who receive the most votes on the group's website, FreeandEqual.org.

The candidates beat up not only on the two major parties, but on mainstream policies. Free college education, term limits, marijuana legalization and an end to political action committees were among the ideas proposed at Tuesday night's debate, which was broadcast by C-SPAN, Russia TV, and Al Jazeera English.

"We've all suffered through the sellout of our government to Wall Street," Anderson, 61 and a former Salt Lake City, Utah, mayor, said. "Young people are burdened with crushing, record tuition debt. Millions of families have lost their homes ? while Wall Street fat cats who are buying our elections have made out like bandits."

"When it comes to political campaign contributions, the candidates should be required to wear NASCAR-like jackets with patches on the jackets commensurate" to contributions, Johnson said. "Regardless of whether or not Romney gets elected or Obama gets elected ? we're going to find ourselves with a continued, heightened police state in this country; we're going to find ourselves continuing to militarily intervene in the world, which has resulted in hundreds of millions of enemies to this country that wouldn't otherwise exist."

Opposition to political money was on full display across the stage.

"I want to pass an amendment that clarifies that money is not speech and corporations are not people," said the Green Parry's Stein, 62, a Massachusetts physician.

Former Virginia congressman Goode, 66, said, "I'm for no political action committees; individual contributions only. No super PACs. And I believe Congress can craft legislation with presidential leadership to stop political action committees."

Goode was the only candidate onstage not to support marijuana legalization, a major plank in Johnson's Libertarian platform, and the major plank when he began touring college campuses in advance of his run for president in early 2011.

"Let's end the drug wars. Legalize marijuana now," the former Republican 59, said. "Let's repeal the PATRIOT Act. I would have never signed the National Defense Authorization Act, allowing you and I, as U.S. citizens, to be arrested and detained without being charged. That's the reason we fought wars in this country."

The full political spectrum was on display, from Stein's support for free, government-funded college education and a "Green New Deal," to Anderson's proposal of a WPA-like program and protections from sexual-orientation discrimination, to Goode's insistence that the government can't afford more Pell education grants, to Johnson's call for a 43-percent cut in military spending and opposition to government's involvement in marriage and drug policy.

The common thread was opposition to corporations, political spending and staid power structures.

"Imagine if there had been a candidate included in the Obama-Romney debates to challenge our plutocracy, our government that is run by and for the benefit of monstrous corporations rather than in the interest of the people of this country," Anderson said in his closing remarks.

Larry King offered a compliment, and a literary comparison.

"You're kind of Don Quixotes in a way," King said, "but the windmills have a way of stopping, and we have a way of saluting you just for getting into the fray."

Private probation services face legal counterattack

AUGUSTA, Ga. -- Kathleen Hucks was walking her dogs down the dirt road that leads out of Mim?s Rentals, a small trailer park in rural Augusta, Ga., when a police officer in a cruiser stopped her on Labor Day weekend.

The officer asked the slight 57-year-old for identification and ran her name through the system. Nothing came up for Richmond County, where she lives. Then the officer ran one more search.?

?He says, ?Ma'am I have to place you under arrest -- Columbia County?s got a hold on you for violation of probation,?? Hucks remembered.


When her husband, 64-year-old James Hucks, saw his wife getting arrested even though she was no longer on probation, he thought there had been an error. ?I said, ?Look here, don?t y?all realize this case is dead???

It was no mistake. A warrant for Hucks? arrest had been issued in 2010, long after she completed a 24-month probation term arising from a 2006 conviction for drunken driving, possession of marijuana and driving with a suspended license. The reason: She hadn?t paid all the fees she owed to the for-profit company that supervised her probation.

Even though the company?s ability to collect the debt had expired when her probation did, she was arrested. Hucks spent 20 days in jail before a judge freed her.

Last week, Hucks filed suit against Sentinel Offender Services alleging that the Irvine, Calif.,-based company violated her civil rights. The outcome has implications beyond the case of one woman in Augusta because it claims that the Georgia law that allows for a for-profit company to act in a judicial capacity violates the due process clause of the state Constitution.

Hucks? case is the latest of several lawsuits filed in Georgia and elsewhere challenging private probation companies, which operate in about 20 states.

Supporters of the industry say the system saves counties money by providing a service: collecting court fines without burdening taxpayers. But critics allege the private probation companies routinely violate the civil rights of the probationers under their watch and have, in essence, created a modern-day debtor?s prison.

?They say private industry can do things cheaper than government,? said John ?Jack? Long, an attorney representing Hucks. ?Maybe that?s true with some things. But the judicial system is not supposed to be cash-register justice."?

How it works
In 2000, Georgia passed a law transferring state probation services to the counties and opening the door for local courts to contract with private companies for misdemeanor probation services. Bobby Whitworth, the former head of the state Board of Pardons and Paroles, was imprisoned on public corruption charges for taking payments to help pass to the legislation. Nevertheless, the practice of privatizing probation services spread across the state.?

Thirty-five companies are now registered to provide misdemeanor probation services to local Georgia courts. The counties contract for the services but pay nothing-- costs are covered by the monthly supervision fees paid by the probationers.?

In most cases, the system works like this: A person is issued a summons for a relatively minor crime, such as speeding, driving with a suspended license or public intoxication. Upon conviction, those who can pay the fine at once usually are done with the Georgia justice system. But in Richmond County, where Census data show nearly a quarter of its population of about 200,000 live in poverty, and others, many cannot pay in full.

?Those who can?t are put on private probation. For an additional monthly fee of between $25 and $45, they can pay the fine over the duration of their probation term.

Probationers may also find themselves responsible for additional costs, such as a one-time ?start-up? fee of $15, a daily fee of $7 to $12 for electronic monitoring, a $25 photo fee required for DUI convictions, among others.?

Adding to the cost, defendants in Georgia must pay $50 to the court to apply for a public defender, though the judge can waive the fee if a defendant is unable to pay.?

Under Georgia law, an indigent person cannot be jailed for inability to pay a fine, unless the refusal is willful. But critics say neither courts nor probation companies make an effort to determine ability to pay. Instead, they say, companies routinely use the threat of jail against probationers for failing to pay not only court fines, but the private fees generated by what is known as ?offender-funded supervision.?

?The probation industry?s practices are increasingly landing it in court.

Acting on a class-action suit filed in 2010, a judge recently took control of the municipal court of Harpersville, Ala., after finding the probation company and the court operated what he called ?a judicially-sanctioned extortion racket.?

Long and fellow Augusta attorney John Bell also have a lawsuit pending against Sentinel pending in federal appeals court in the case of Hills McGee, a 53-year-old disabled veteran who lives off benefits of $271 a month. In October 2008, McGee, who lives in Richmond County, pleaded no contest to public intoxication and obstruction of a police officer. He was fined $270 in addition to the monthly supervision fees charged by Sentinel.

In January 2009, McGee?s court fines were converted to 41 hours of community service because he could not afford to pay. McGee says he completed his community service. But weeks later his probation was revoked for not paying an additional $186 in fees to the probation company. He spent two weeks in jail.

Founded in 1993, Sentinel Offender Services provides not only supervision, but also electronic monitoring, drug testing and other public safety functions across the country. The company claims to be the largest offender management service in the state of Georgia, collecting more than $30 million the more than 100 courts it served in 2009, according to company documents obtained through a public records request. Its operations in Georgia account for approximately 65 percent of its overall business, it said.?

Sentinel did not respond to repeated requests for comment from NBC News. In 2009 Sentinel officials told the Augusta Chronicle that ?mistakes happen? but that the company does not threaten those who cannot afford to pay their fines. They also said that they regularly convert fees to community service.??

Georgia?s County and Municipal Probation Advisory Council, which oversees both public and private probation in the state, did not respond to requests for comment.?

Facing budget crunches, local courts have been under increased pressure to produce revenue. But since 2000, revenues from Richmond County State Court fines have dropped by more than a third, to about $4.6 million in 2011 from just under $7.2 million in 2000, according to State Court numbers.?

While misdemeanor crime has remained steady, the revenue decline may partly be the result of more fines being converted to community service, according to the court clerk. But court officials could not provide data to support that assertion.?

Sentinel?s contract with the county specifies that all payments made by probationers be split 50-50 between the company and the court. However, because the private probation companies are exempt from the Georgia public records law, it is impossible to know how much profit Sentinel has made while collecting those fines.?

?How about $500??
On a recent Friday afternoon in Richmond County?s State Court, retired Superior Court Senior Judge Albert M. Pickett presided over about two dozen misdemeanor cases. (Richmond County pays retired judges to sit in when state court judges are away or unavailable). Cases before him included minor shoplifting, traffic violations and drug possession and DUI. At about 3 p.m., nearly 30 people sat with their hands and feet shackled, waiting for their cases to be called. All but two were black.?

Many were brought to the judge for a revocation hearing, held to determine whether or not they would have to go to jail for violating probation conditions. Others were new cases.?

The revocation hearings turn the courtroom into a kind of market, where the judge and defendants haggle for freedom. One after the other, Judge Pickett asked each probationer how much money they could pay to avoid jail.?

?You got six hundred and eighty dollars looking at you right here,? Judge Pickett told one defendant who, like most others in court that day, had been arrested for not reporting to a probation officer or paying fines. ?Or you got a year, three months and 26 days? in jail, he said.?

One after the other, defendants stood at the podium and figured how much money they could scrounge up. ?I could pay a little something,? one man said. ?Two, three hundred dollars.??

?Two or three hundred?? the judge asked. ?How about $500??

Judge Pickett asked a man who had been charged in October with possession of marijuana why he didn?t work out a payment plan with the probation company. ?Why didn?t he say at that time, ?I can?t afford this, I can?t pay these fines. Isn?t there some way I can work it out?? They would have said, ?You bet.? But instead he just vanished.??

The judge gestured with his hand, mimicking a bird in flight. ?Just gone.??

Those unfamiliar with Georgia law may find it surprising that defendants face probation or are jailed for traffic violations that would, in other states, simply require the payment of fines. It?s the only state in the country where traffic infractions are considered criminal charges, though legislators are now considering changing the law for low-level offenses.?

?If you or I go to court and we have a speeding ticket, if we have any sense we?ll show up at court with a pocket full of cash,? said John Bell, who with Long represents Kathleen Hucks. ?We?ll pay it and we?ll never have to be on probation.??

?They aren?t putting you on probation because they?re checking to make sure you?re working or staying home at night so you?re not gonna get in trouble,? he added. ?They?re just trying to get money out of you.??

For her part, Kathleen Hucks and her family said that her initial sentence and probation term for driving under the influence was fair. ?I believe I was treated right on that,? Hucks said. ?I shouldn?t have been drinking and driving.?

They said they did their best to comply with the terms, when they could -- paying fines and reporting to her probation officer when they had money for gas. But Hucks had outstanding fines when her probation ended. According to the law, the court and company?s ability to pursue the fees should have run out too.

?But years after her term ended, Sentinel continued to demand payments. Hucks has paid more than $2,000 in fees and fines since 2010.

Moreover, a recent public records request filed by Huck?s attorney indicates the Columbia County Board of Commissioners has not approved a contract with Sentinel since before April 2006, in violation of state laws governing private probation that require government contracts to be renewed annually. Yet the company continued to enforce probation sentences, like the one that for years followed Kathleen Hucks.

?I feel like sometimes they make their own rules instead of really abiding by the law itself,? her husband, James, said. ?And they figure, ?These people are nobody. We can treat them the way we want to. What can they do? They don?t have any money.??

    U.S. Army vehicle contracts may escape automatic budget cut axe

    WASHINGTON (Reuters) - The U.S. Army on Tuesday said its ground vehicle procurement programs may escape significant impact from mandatory additional budget cuts due to start taking effect in January, since most of the programs are only in the developmental phase at the moment.

    Scott Davis, program executive officer for the Army's ground combat systems, said most of the Army's ground vehicle programs were not multi-year agreements or large-scale production contracts, which limited the impact of across-the-board cuts.

    "We're sort of in a transitional phase right now. We don't have a large production stream," Davis told reporters at the annual Association of the U.S. Army conference.

    Automatic spending cuts totaling $1.2 trillion over the next decade -- of which half would come from Pentagon accounts -- were mandated by Congress as part of a deal to raise the debt ceiling for federal borrowing last year.

    The White House last month said the cuts would result in a 9.4 percent cut in defense programs or $54.7 billion in fiscal year 2013, which began October 1, including $15.3 billion from Pentagon procurement accounts.

    Those cuts would come on top of $487 billion in reductions to proposed military spending that are already on the books for the next decade.

    Arms industry executives and military leaders have been pressing lawmakers to avert or at least delay the reductions after they return to Washington following the November elections.

    During Monday's presidential debate, President Barack Obama said the cuts set for next year "will not happen", sparking surprise and skepticism from some Republicans who said Obama had not presented a plan for avoiding the cuts.

    Davis said there were few details available about how the cuts could be avoided, but some additional reductions might be "manageable" given the current state of several big programs, including initial development of a new combat vehicle.

    "I think it's manageable inside our portfolio from the perspective that we're in developmental efforts and we may be able to accommodate with adjustments," Davis told reporters.

    The U.S. unit of BAE Systems Plc and General Dynamics Corp won Army contracts in August 2011 to begin working on technology development for a new Army infantry fighting vehicle. The Army does not plan to move to the next phase of that program until December 2013.

    It has awarded smaller contracts to BAE and GD to work on modifications of their existing Bradley Fighting Vehicles and Abrams tanks.

TD19 is moving to the north-northeast near 15 mph (24 kph) and is expected to move northeastward to east-northeastward on Oct. 24. TD19 formed in the central Atlantic yesterday, Oct. 22. If TD19 gets named, it would be dubbed "Tony."

    There are ten 'swing states' at this point in the race for the White House - eleven if you want to include Pennsylvania - but a glance at the schedules for President Obama and Republican Mitt Romney may help us eliminate a few of those states.

    For example, the President has not been to North Carolina since the Democratic convention ended in early September, and signs are the GOP is heading for victory in the Tar Heel State - there have been no plans for the President to stop in North Carolina this week.

    Also not on the itinerary for either candidate has been Michigan, where the President has a seemingly solid 4-5 point lead over Romney; if Republicans thought they had a chance to turn things around in Michigan, they would have their candidate make some stops in the state, and would spend some ad money there.

    The schedule doesn't show any Romney visits or ad money from the campaign. Advantage Obama.

    What about Pennsylvania? Republicans have started to move resources into Pennsylvania to see if the GOP can spin a late election upset - so far though, there isn't a stop planned by Romney in the Keystone State, or any advertising buys.

    If Romney doesn't campaign there, a victory seems unlikely. If Romney doesn't buy some ad time there, it's hard to see how he jumps late in the polls in the Keystone State.

    Both campaigns are spending time this week in Nevada, Colorado, Iowa, Florida and Virginia - those are true battlegrounds.

    The President will be in New Hampshire on Saturday, which means the Democratic High Command must be a bit worried about the state of the race there.

    Not included ?yet is Wisconsin, where the President enjoys a narrow lead in the polls; that is Paul Ryan's home state, so one would think he will get in some more campaign time there - whether Romney shows up is unclear.

    Romney's path to victory seems to include just one basic option - win in Florida, North Carolina and Virginia, and then hope to add in Ohio and Colorado.

    But if Romney cannot win Ohio, then he will need something like Wisconsin.

    There isn't much time left, but there aren't many states in play either.

    Specific bacterial species may initiate, maintain Crohn?s

    ScienceDaily (Oct. 22, 2012) ? Patients newly diagnosed with pediatric Crohn's disease had significantly different levels of certain types of bacteria in their intestinal tracts than age-matched controls, according to a paper in the October Journal of Clinical Microbiology. The work may ultimately lead to treatment involving manipulation of the intestinal bacteria.

    The research grew out of many years' study of gastrointestinal diseases, a particular focus being the role of mucus-associated bacteria in inflammatory conditions, says Hazel M. Mitchell of the University of New South Wales, Sydney, Australia, the principle investigator on the study.

    "We deliberately chose to examine children newly diagnosed with Crohn's Disease, as we thought this would increase our chances of detecting species that may be involved in initiating Crohn's disease," she says, noting that confounding factors potentially affecting intestinal flora such as antibiotic or anti-inflammatory intake, smoking, or alcohol consumption, are less likely to be present in such children than in adults.

    Of particular interest was the finding that one group of bacteria, known as Proteobacteria, was present at higher levels in mild cases, as compared with moderate to severe disease, and controls. That finding, "suggests that this group may play a role in initiation of the disease," says Mitchell, who credits her colleague Nadeem O. Kaakoush with much of the thought and laboratory work behind the study. "The latter finding is consistent with recent studies showing that members of the Proteobacteria, including E. coli and Campylobacter concisus may play a role in initiating Crohn's disease," says Mitchell.

    There had been an indication that such was the case, prior to the current study, when the team's earlier research revealed C. concisus to be present in children who already had Crohn's, but not in healthy controls. That information in hand, the researchers grew C. concisus from biopsy specimens from Crohn's children and examined their ability to attach and invade intestinal cells, as compared with strains grown from patients with gastroenteritis, and healthy controls. That research showed that only specific C. concisus strains could invade intestinal cells, that these strains were associated with Crohn's, and that they carried a plasmid which was absent from noninvasive C. concisus strains.

    But studies examining dysbiosis (out of balance microbial populations) in adults with Crohn's were inconsistent. That led Mitchell and her colleages to conduct the current study in children with newly diagnosed Crohn's. The results support the theory that Crohn's is linked to a gastrointestinal imbalance in the microbiota, says Mitchell. The bacteria associated with mild disease, including C. concisus, may be initiating infection, she says.

    For small businesses looking to their Facebook Page as a cost-effective way to help build their social media brand online, the news that significant changes were made in September 2012 to the Facebook algorithm?is concerning.

    That said, Facebook is a business, and more recently a publicly traded one. And, like any business a key objective is to make money. As a publicly traded one, it is to thrive and grow it?s profitability, to keep shareholders (and creditors) happy.

    This is small consolation for the small business owner working hard to build their brand online using social media.

    But, the reality is the reality. Facebook is unlikely to change their algorithm to favour those in business who are, in truth, benefitting from their service at no cost (at least in terms of writing a cheque to Facebook).

    And, as a well-written blog on the topic appearing on Social.Ogilvy.com stated ?The crux of the change is centered strictly on organic brand page posts, in an effort to de-clutter the amount of posts served up to mobile and tablet users by brands.?

    The blog on?Ogilvy?notes, ?The change comes at a time when Facebook is trying to maximize the amount of paid advertising it has on the platform, in an effort to bump its share price after a struggling stock share post-IPO.?

    And who can blame them? They are in fact a business, providing a service that is free for most and with an opportunity for businesses to buy further exposure through advertising with or without sponsored stories, and promoted posts.

    Even without paying, or using advertising and promoted posts sparingly, small businesses can still benefit from having a Facebook Page.

    Gokul Rajaram, Facebook?s Director of Product Management Ads, is quoted in a blog by Trevor Dayley as saying, ?Organically, you get anywhere from 15 percent to 20 percent of your fans, that you reach organically. In order to reach the remaining 80 to 85 percent, sponsoring posts is important.?

    My guess is the average Facebook fan is quite happy to not see a plethora of posts from businesses in their Facebook newsfeed. After all, most are on the site to connect with family and friends not brands. That said, posts that they find interesting and helpful from brands are likely welcomed.

    In a nutshell, the old saying ?you get what you pay for? is true here. You will get a certain level of exposure without paying for it, but if you want more exposure you?ll have to pony up the dollars.

    One caveat, just because you pay for posts won?t mean people will engage with them. Paying for the ad is one thing and ensuring the content you?re promoting is shareable, comment provoking and likeable is something else altogether.

    If you?re going to pay for advertising, make sure that when people see your posts on Facebook they?ll be glad they did. Otherwise, you may just be spending money and not seeing any results.

    National tribal group focuses on voter ID laws

    ALBUQUERQUE, N.M. (AP) ? New voter identification laws in a dozen states could negatively affect voter participation in Native American and Alaska Native communities, a tribal advocacy group says.

    The National Congress of American Indians released a report Monday that highlights the states, including some where photo identification will be required at the polls on Election Day.

    Two of the states ? Alaska and Florida ? do not list tribal ID cards as acceptable forms of identification at the polls.

    Problems with other new voter ID laws include requirements that voters provide their home addresses, since some tribal communities have no street addresses, and the "barriers of cost, logistics and distance to obtaining required IDs," the study says.

    NCAI President Jefferson Keel said there are races around the country that could hinge on the Native vote, and he wants to ensure no one is disenfranchised by the new laws. He discussed the report at the group's annual convention being held in Sacramento, Calif.

    "People want to label Native voters, put us in one corner or the other," Keel told attendees, according to a copy of his prepared remarks. "On November 6, it doesn't matter who you vote for, it's that we encourage Native people to vote, to protect their sovereignty with their vote."

    The report identifies six "states of concern" for Native voter access: Alaska, Florida, Michigan, Minnesota, South Dakota and Wisconsin. And it says new ID laws also could disproportionately affect Native voters in Arizona, Colorado, Montana, North Dakota, Oklahoma and Washington.

    The National Congress of American Indians has been working on voter registration and education efforts across the nation. Keel said the goal is to close the gap of those Native Americans who are eligible to vote but aren't registered. In 2008, that number stood at more than 1 million.

    U.S. Interior Secretary Ken Salazar and California Gov. Jerry Brown also addressed the NCAI convention Monday. Salazar touted the Obama administration's work on tribal issues, ranging from developing alternative energy to homeland restoration.

    UFO Hovers For Hours Above Family Home In Scotland (VIDEO)

    A family in Scotland was amazed to see a glowing unidentified flying object hovering in the sky in the middle of the night above their rural home -- and it stayed there for hours.

    Morag Ritchie first noticed the odd, flickering and rotating lights when she woke up around 2 a.m. early Saturday.

    "I saw what I thought was a bright star," Ritchie told BBC Scotland. "However, it was a sequence of flashing lights. There was also a darting light coming from the side. There was no sound, either."

    Ritchie woke her family up and they all watched as a continuous moving stream of lights blinked in and out and around the strange object that reportedly remained in this location for several hours near their Fraserburgh, Aberdeenshire home.

    "I just woke up all of a sudden and looked out of the window to see all these twinkling lights -- they looked like they were moving," Ritchie said, according to Yahoo News U.K.

    As the unusual object just hung there silently, sometimes revealing as many as five individual lights turning on and off around its perimeter, the family captured its movements on video.

    "My husband is a fisherman and he's spent many hours looking up at the night sky, so he was quite skeptical when I told him, but even he admitted it was strange," said Ritchie.

    The video reveals, and Ritchie reported that, "occasionally, something shot off to the side. I kept going back to my bed but I was so unsettled that I continued waking up," according to STV Local.

    The sighting lasted several hours, and by daylight, the mystery object was gone.

    STV Local also reported that a Civil Aviation Authority spokesman, Richard Taylor, said, "We have no way of knowing what aircrafts were around that area at that time.

    "There was a lot of activity with the northern lights -- the natural phenomenon -- wouldn't that be a more feasible explanation than an aircraft or UFO? If it was an aircraft, it would have been military," said Taylor.

    AFRICA MONEY: Africa studies 'made in Korea' model to push growth

    JOHANNESBURG (Reuters) - African leaders have been making pilgrimages to Beijing for years seeking Chinese wisdom on expanding their emerging economies -- but they may do better by dropping in on Seoul.

    With a similar population size to a number of African states and tales of damaging wars and colonial exploitation, South Korea's growth as a democratic economic power is arguably better suited to the continent than that of China, a single country with more people than in all of Africa.

    In its biggest meeting yet with African leaders this week, South Korea pledged $590 million in aid and loans, but also offered what it said no other advanced economy could provide: its experience of development.

    The contrasting fortunes of South Korea and many African countries since the 1950s illustrate why leaders on the resource-rich continent are looking to emulate Asia's fourth largest economy whose heavy investment in education and infrastructure development helped kickstart growth.

    But some parts of the South Korean model may be difficult to copy. Africa is reliant on exports of primary commodities, whereas South Korea built its economy on exporting manufactured goods. In Africa, manufacturing accounts for the same proportion of GDP as in the 1970s.

    In the 1950s, after the end of the Korean War, South Korea had a weaker economy than many newly independent sub-Saharan African countries, such as Ghana.

    Now, it is one of the world's 15 biggest economies and has an estimated GDP per capita of $23,000, nearly 15 times that of the west African cocoa, gold and oil producer.

    "Korea has been where we are coming through," said Ugandan finance minister Maria Kiwanuka, who attended the Korea Africa Economic Cooperation Conference, which ended on Thursday.

    "Korea is about the only country that has graduated from being a major aid recipient to being a major assistance giver over the last 50 or 60 years ... we feel that they can understand the problems that countries like ours face," she told Reuters.

    After the war, South Korea rebuilt its economy starting with labour-intensive heavy industries, such as steel and ship building, and then used its human capital to expand into value-added manufacturing to become a global leader in electronics and computer memory chips.

    It takes South Korea just six weeks to produce as many cars as Africa's biggest auto producer, South Africa, makes in a year. Both countries now have populations of about 50 million and up until 1982 South Africa had a larger GDP.

    RESOURCE HUNGRY

    South Korea has battled its larger Asian neighbours, China and Japan, for access to African resources to power its economic machine while trying to grow sales of its consumer goods among the continent's expanding middle class.

    It has been winning some of those battles, with its flagship electronics firm, Samsung, aiming for sales of $3 billion in sub-Saharan Africa this year, from $1 billion last year.

    South Korea's trade with Africa, which pales in comparison to China's, has grown by 60 percent in the past five years and direct investments by 80 percent, according to Finance Minister Bahk Jae-wan.

    Like their Chinese counterparts, resource-hungry companies in South Korea, such as the Korean National Oil Corporation, are looking to increase their footprint on the continent, said Philippe de Pontet, Eurasia Group's director for Africa.

    "To the extent that Chinese commercial engagement in Africa has opened a lot of eyes on the potential of Asian engagement I think Korea benefits from riding the coattails of China when it comes to Africa," he said.

    At the conference, South Korea said it would invest in 37 projects in Africa worth $590 million in 2013-14, including the construction of roads and hospitals, and education programmes.

    The aid package is large for South Korea but smaller than the sums supplied to the continent by China, which in July offered $20 billion in loans to African countries over the next three years.

    Bahk said his country had realised the importance of investing in education and establishing social safety nets.

    "If Africa is to promote inclusive growth while sustaining the momentum for economic development, it needs to take stock of the experience of Korea and other countries that have traveled along a similar path," he said in a speech to 34 African ministers.

    But South Korea's heavy reliance on educating its workforce for a global economy will be hard to replicate in Africa, which has the world's least developed educational infrastructure.

    In 2011, sub-Saharan Africa had a gross secondary enrolment rate of 35 percent, compared to 77 percent in east Asia and the Pacific, according to a paper presented at the conference.

    South Korea's growth spurt also did not coincide with a lacklustre global economy, said Gabriel Jonsson, associate professor of Korean Studies at Stockholm University.

    "At the time Korea expanded, the world economy was growing and there were fewer competitors," said Jonsson. "That's not the case now."

    Health, Yes! Startup Health Launches An AngelList For Healthtech Investors, Startups & Innovators

After all, as evidenced by the launch of another solid, differentiated health-focused startup accelerator last week, there is a lot of public, private and entrepreneurial attention shifting to the industry. Compared to the majority of business incubators, Startup Health has an unusual model, as it doesn’t offer seed investments and its startups stay enrolled in its program for three years. Rather focusing on demo days or seed rounds, Startup Health wants to help founders build a sustainable, growth business by providing a support structure, classes, courses (and a structured curriculum), a collaborative peer network and access to potential partners, customers and mentors. The accelerator also works with sponsors, like AT&T and the California Healthcare Foundation, to provide scholarships that help cover the costs of the program. These sponsors and partners also provide potential funding channels for startups, as many of them operate in the space and can help provide beta testers and capital that allow teams to test products and models. Startup Health takes two to ten percent equity in its companies, determining its stake based on how much it can improve their key metrics over the course of the three-year program, like revenue, team size, partnerships, key customer relationships, product success and fundraising.     National Restaurant Association encourages restaurants and their patrons to nominate outstanding philanthropic contributors online and on social media

    WASHINGTON, Oct. 18, 2012 - Restaurants? charitable contributions are estimated to up to $3 billion annually, and more than nine out of 10 restaurants are actively involved in community service. To recognize these efforts, the National Restaurant Association (NRA) encourages the nation?s nearly one million restaurants to apply for its 2013 Restaurant Neighbor Award.
